Timor-Leste’s Prime Minister Xanana Gusmao has called on the Chinese government to consider providing a concessional loan to Timor-Leste so that it can develop the country according to its newly launched National Strategic Development Plan 2011-2030.
”We know that bilateral meeting is essential, and I am calling on the Chinese Government to open their ways for us to borrow what is called as a concessional loan therefore we can realize our dreams written in the PEDN,” said Gusmao.
Prior to Timor-Leste’s Development Partners’ Meeting, in which Timor-Leste officially presents its National Strategic Development Plan 2011-2030, Xanana Gusmao said that Timor-Leste would need around US$10 billion to develop the country’s basic infrastructures such as school buildings, water and sanitation, roads, bridges and airports.
”To develop these we need a number of money and we should be dependent only on our petroleum fund but we should open ourselves to borrow from other countries to develop the country,” added Gusmao.
The document of the 2011-2030 plans is being discussed at the National Parliament for approval. There has been strong criticism from opposition and civil society organizations in relation to the drafting of the document, saying that the plan lacks people’s participation as it was single-handedly done by Prime Minister.
Xanana Gusmao also said that whoever rules in the future has to follow the plan.
President of the National Parliament recently said that those who oppose the plan is opposing the will of the people.

Xanana with his government can't manage to spend properly hundred of millions from State Budgets every years, right! And now he wishes to borrow 10 billions to be spent for PEDN?..
My dears sweet Jesus and Mary :( I just humbly ask him, please Mr. Xanana, improve the human capital or those managers in the government first and learn afterward to manage and spend PROPERLY some hundred millions of every cents you have got from Petroleum revenues to improve the nation! Then you can start to think about spending bigger amount of money, such as billion dollars to achieve the collective dream of timorese people!
However with such a hard marble stone type of brain that you have got, I just pray to God. May the Lord save us all from your "not so clever economic and development policies"!
Note: I would not be that rude to pray May the Lord save us all from Xanana's madness.
