Director from Columbia University's Earth Institute that is famous in the world, Jeffrey Sachs, said the money that is saved in the United State of America should be withdrawn to support development in the country.
"I think you should not invest your money in America, if you want to forward with the development in the country you should withdraw the money that is saved in the American bank," Sachs said.
Sachs said that society development needs economic progress therefore the Government should develop the social, culture, justice, and the quality of the Government among the people because those can help the people in the country.
"When we put the basic social, economic and environment issues first, those are important to move forward the people in the country as is written in the National Development Strategic Plan".
He added that Timor-Leste's economy is increasing, therefore it is very urgent for the Government to pay attention to the basic necessities that are written in the PEDN.

To withdraw the money is damn easy. But spend it properly, wisely for the welfare of timorese nation, I think we need more time and effort for improvement.
The important factor for consideration before thinking about withdrawing is a good management of State Budget.
Just suppose our nation was a car, the government was the driver and we, the timorese people were the passengers, prosperity was our destination and petroleum money was the fuel. Before you drive the car smoothly make sure all the components and the machine work properly. Then fill up the tank with fuel according to the size of the car tank to prevent fuel waste. Otherwise you just fill up the car but we end up going no where because car machine don't work properly and also accident can happen by some stupid driver burning up the car with a full tank or stole the fuel for their own interests. And in present reality the driver needs more lessons or training about how to service the car, fill up the tank and drive properly. Got the point dear citizens?!

Suppose that car was an ambulance(nation) taking a patient(Timorese people) to a hospital(prosperity) who needed urgent attention.
The driver(government) realizes there is not enough fuel to reach the hospital and as he drives past a petrol station he stops to fill up. The sick person is moaning and screaming and urging him to get to the hospital fast or he may die.
The driver ask the petrol station attendant to quickly fill up the tank. The petrol station attendant says there is a small leak in the hose and to prevent any loss of fuel by using it before it gets fixed he suggests the driver should try reaching the hospital with whatever fuel he has left in the tank.
Unhappy the driver gets behind the will and drives on but as would be expected short after half way to the hospital the engine slows down for lack of fuel until it crawls to a stand still.
The patient screams even louder saying his pain and suffering is getting worse, his accompanying relatives become agitated and start screaming at the driver.
The patient dies a slow and painful death.
Frustrated the driver runs back to the petrol station and starts yelling at the attendant for not filling the tank.
The attendant turns to him and says: "That's not my problem, I'm just an attendant, you were the driver and it was your responsibility to make sure you had enough fuel to reach the hospital".
