High hopes for Timor-Leste super-casino

Timor-Leste's Minister of Tourism, Commerce and Industry Gil Alves today made the surprise announcement that the wheels are in motion for a super-casino to be built 25 kilometres off the coast of Dili on tiny Atauro Island.
"We're trying to tap into the high-end tourism market with this. We've seen how successful casinos have been in places like Macau, and now Singapore, and after a few members of the government spent New Year in Las Vegas, the decision was finalized," he said.
The $3 billion Happy Flapjacks Casino will transform the otherwise unremarkable fishing island into a playboy's paradise, with a 2,000-room hotel, waterpark and 50-foot statue of Jose Ramos-Horta.
"We know there will be a lot of opposition to this project, but this is really what the people of Timor-Leste need. This will create so many jobs and generate a lot of money for the economy," added Alves.
The project should be completed by 2012 and already a number of high-profile celebrities, including P Diddy, have signed up to attend the launch.
"Shakira will do a concert, as well," said Alves.
Freddy Almiro from Golden Sands, the company behind the project, said this will usher in a new era for Timor-Leste.
"We've lost count of the number of times we've seen government ministers in our casinos around the world complaining that they don't have anywhere to spend their money, so we're bringing the solution to them," he said.
"But this isn't just about the high rollers, the casino will also have dedicated outdoor pens where Timorese people can bet on organized steel-cage cockfighting," he added.
Fishermen Raul Pires said he was looking forward to having a flutter. "I'm very happy with this. It will be good for Timor-Leste," he said.

Prime Minister Xanana Gusmao said he was excited at the prospect of allocating a slice of future budgets to gambling experiments.
"I have heard that the odds are in your favour when playing blackjack, so I have decided that any money not spent in our budgets will be transferred to a fund controlled by Minister Alves," said Gusmao.
"Alves will then take the money to Atauro and try and it win big for the government using his blackjack skills. If he has a bad night, he can try roulette," he added.
Rights groups have already started voicing their concerns about the super-casino and have issued a number of statements, which Gusmao said he had filed in a large cabinet "somewhere near Metinaro".
Atauro island currently has an area of about 100 square kilometres and a population of about 8,000 people, all of whom will be moved into new deluxe fishing huts on the outskirts of the super-casino complex.
Once the super-casino is finished, the government will introduce legislation outlawing all forms of gambling everywhere in the country except on Atauro island.
Minister of Justice Lucia Lobato said there will then be a crackdown on backstreet cockfights.
"If they want to do cockfighting, then they can take it to the octagon," she said. "There will be plenty of steel cages on Atauro. We will also have sanctioned mixed martial arts fights between fishermen and police officers," she said.
Ameerah Haq, Timor-Leste's special representative of the UN Secretary-General, said the UN may take advantage of the super-casino if the UN is still around by the time it opens.
"Can you imagine the potential for jazzing up workshops? This will put Timor-Leste on the map. Our workshops will be legendary. We could come up with strategic plans while playing the slots," she added.
Meanwhile, economist and development expert Jeffrey Sachs today told reporters Timor-Leste should make full use of the super-casino when it opens. "There's no point in having $5 billion in oil wealth when you could be at a roulette table gambling it. I predict that by 2020, every single family in Timor-Leste will be driving a pink limousine and have a George Foreman grill in their homes," he said.
For now, the super-casino is just a distant dream for the people of Timor-Leste, but soon, the chips will be in their hands.
