Director for Judicial System Monitoring Program (JSMP), Luis Oliveira said they are concerned about President Jose Ramos Horta's decision, as he [the president] gives pardon to a defendant who has not served sentence for a year.
Oliveira made the comments in relation to the recent pardon given by President Horta to the three defendants.
Oliveira affirmed that the president has the prerogative rights to pardon any defendant, but not for the one who have just been detained for one month.
Oliveira called on the country's legislative institutions and the Ministry of Justice to create as soon as possible a law which will produce criteria of giving pardon.
