RE: TLGov: Correcting misinformation on National Electricity Project

Issue is taken with all of the alleged "corrections" made by Mr. Pereira in the media release below.

That will de addressed in a media release in due course.

But firstly, and just as a starter, the issue of whether a call for "expression of interest" is a "tender" within the terms of our procurement law. Especially when all expressions of interest were asked to comply with the stipulation, that it be a "heavy fuel" generated project, ignoring all other forms of energy generation.

The time period was also interesting, 14 days if I remember correctly??

I and other MPs have been seeking release from the government of the contract. We have been denied this since 2009. This was a formal request for the documents pursuant to the rules of parliament. We think a number of important points about the "corrections" offered would be clarified if such a document was made available, but we suspect it will never see the light of day. If this government (de facto) had any seriousness about transparency in public finance management it would have done so long ago.

This is just the beginning of what will be hopefully a good inquiry process.

The parliament passed a resolution last year that an extensive independent external audit of the contract and this whole electrification project be carried out and the report delivered to parliament on or before 31 March 2011. That includes the original "expression of interest" process.

Neither hide nor hair of the report has been seen to date. Mr Pereira should advise us when that will be forthcoming first.
