Incidência da doença em Portugal resulta sobretudo das migrações

A incidência da lepra em Portugal, com 11 novos casos registados em 2008, resulta sobretudo das migrações, nomeadamente de África e do Brasil, este último o segundo país do mundo com mais casos.

Segundo dados disponibilizados à Lusa pelo Instituto Nacional de Estatística, registaram-se em Portugal 11 casos em 2008, último ano em que há dados contabilizados, menos um do que em 2007.

"Em Portugal, o número de casos da doença de Hansen (como também é conhecida a lepra) não tem relevância. Estão dentro da média registada nos últimos 20 anos, vai sempre oscilar nesses números", disse Maria Raquel Vieira, especialista do hospital Curry Cabral, em Lisboa, questionada pela Lusa a propósito do Dia Mundial dos Leprosos, que se assinala no domingo.

A responsável acrescentou que nenhum dos casos registados tem origem em Portugal, mas antes em pessoas oriundas de África e do Brasil, "como consequência das migrações".

A lepra, também conhecida por doença de Hansen, é causada por uma bactéria que, nos casos mais graves, pode deixar os doentes desfigurados ou provocar invalidez severa se não for tratada.

"É uma doença crónica porque, embora tenha cura, pode deixar os doentes com sequelas permanentes. É uma doença muito estigmatizada porque tem lesões à vista", explicou.

Os pacientes são tratados com antibióticos "em ambulatório" e hoje, em Portugal - ao contrário do que sucedeu nos anos 40 e 50 quando os doentes eram sujeitos a internamento compulsivo e isolamento - "geralmente não é necessário internamento", frisou a especialista do Curry Cabral.

"Hoje em dia, com diagnóstico feito de forma o mais precoce possível, a cura é efectiva e as sequelas são mínimas", sustentou.

Considerada erradicada como problema de saúde pública em Portugal e na Europa - por haver menos de um caso por cada 10 mil habitantes - a lepra tem uma incidência "substancialmente diferente" em países como o Brasil, Nepal ou Timor-leste, entre outros, onde é considerada uma doença endémica.

Presidente Timorense, Jose Ramos-Horta, ficou em silêncio depois de testemunhar a polícia a agredir um jovem durante a competição internacional de pesca

O deputado da Fretilin, membro da Comissão parlamentar de defesa, da segurança e dos Negócios Estrangeiros e ex-ministro, José Teixeira, questionou hoje a razao pela qual o presidente José Ramos-Horta não disse e não fez nada depois de testemunhar um ataque brutal efectuado pela polícia a um participante da competição de pesca promovida pelo presidente.

O Sr. Teixeira afirmou que o presidente Ramos-Horta assistiu a policia agredir violentamente o jovem Lhew Comacoshe, um estudante universitário de 27 anos e participante no Concurso Internacional de pesca (que decorreu no dia 27 de Novembro de 2009) mas permaneceu em silêncio, e so fez declaracoes depois dos deputados da FRETILIN terem levantado o incidente no parlamento, no incio desta semana, e a imprensa ter começado a questionar sobre o assunto.

Senhor Comacoshe, um participante da competição de pesca, que atraiu candidatos de Austrália e Ásia, foi golpeado com murros, chutes e coronhada de uma espingarda, numa praia na Ilha de Ataúro, 25 kms ao largo da costa da capital Díli, à vista de centenas de pessoas. Sr. Teixeira, afirmou que Comacoshe aparentemente foi espancado por estar a
segurar um cartaz no qual estava escrito: "Pesca Grupo De Suco Maunroni, sub-distrito de Ataúro, distrito de Dili", a identificação> de onde o grupo de concorrentes originavam e que ele pretendia colocar em seu barco, mas a polícia virou-se contra ele, sem qualquer explicação, e forçosamente retirou de sua posse, e seguidamente assaltaram-no.

O Sr. Teixeira disse que a polícia foi perseguindo Comacoshe e sua família por terem tido a coragem de denunciar o incidente ao Provedor de Direitos Humanos e Justiça, a Procuradora-Geral e ao Parlamento.

"O assalto ao Sr. Comacoshe reflecte, parcialmente, uma atitude muito autoritaria e militarista introduzidas pelo novo comandante da polícia, Longuinhos Monteiro, que aparece empenhado em criar um ‘exército sombra’," Sr. Teixeira declarou.

Presidente Ramos-Horta teria dito ao jornal Timorense Jornal Diário Nacional, a 29 de janeiro: "Este pobre timorense, estava simplesmente a segurar um cartaz, eu vi a polícia bate-lo, mas porque estava longe eu não entendia o que se estava a acontecer. Depois fiquei a saber que ele estava a segurar um cartaz, e eu pensei que se fosse so um cartaz, deveria deixá-lo fazer isso, não há necessidade de batê-lo só porque ele estava apenas segurando um cartaz ".

O Sr. Teixeira disse que o presidente não deveria ter permanecido em silêncio sobre o incidente, especialmente desde que o Sr. Comacoshe, entregou pessoalmente uma denúncia por escrito ao gabinete do presidente, a 17 de dezembro do ano passado, e posteriormente, a 23 de Dezembro último, o seu irmão entregou uma cópia do vídeo no Gabinete do Presidente, em seu nome.

"Em um aparente acto de vingança por ter a ousadia de apresentar uma queixa, a polícia em 13 de Janeiro despejou Comacoshe e sua familia de uma casa estatal onde viviam ha cerca de seis anos. Sem alguma notificação formal do governo - o chefe da aldeia e a polícia apareceeram e deitaram os seus pertences para fora da casa, depois de ter ameaçado os ocupantes com armas carregadas.

"Se o presidente Ramos-Horta tivesse feito alguma declaração mais cedo talves isso poderia ter evitado represálias contra Comacoshe e sua família, mas o Presidente, obviamente, não queria estragar o brilho na comunicao social, gerada pelo concurso de pesca internacional organizada por seu gabinete. Muitas pessoas, incluindo a vitima, tem--me perguntado, 'É isso que significa ser um presidenteos pobres e dos fracos, como ele alega amplamente?’ Eu tenho que fazer a mesma pergunta."

O Sr. Teixeira disse que a família do Sr. Comacoshe foi forçada a procurar refúgio em Dili e ainda não receberam qualquer assistência do governo.

"As queixas de brutalidade policial estão acontecendo com uma freqüência e em uma escala sem precedentes. Temos agora cidadãos a apresentar queixas quase todos os dias. Nas últimas duas semanas, recebemos denúncias sobre policiais envolvendo-se com grupos de artes marciais e usando violência contra seus rivais.

"No ano passado em Uatolari, distrito de Viqueque, a polícia alegadamente agrediu e torturou um número de rapazes. A 28 de Dezembro de 2009 a policia baleou e matou um jovem desarmado durante uma festa em Dili.

"Há algo de muito errado com a maneira que os polícias estão sendo treinados e comandados. A comunicacao social nacional relatou, a 27 de janeiro, que o novo comandante da polícia, Longuinhos Monteiro, declarou, em relação a supostas actividades delitivas recentemente realizado nos distritos fronteiriços por grupos de mascarados conhecidos como ninjas, que 'Qualquer Ninjas que nao se renda, tera como sua última paragem será cemitério Santa Cruz '.”

Vestido no estilo militar, usando luvas pretas, carregando uma arma automática e totalmente equipado com colete de campo de batalha Monteiro está conduzindo pessoalmente a operação de busca e prisão destes alegados ninjas. No ano passado, ele criou uma unidade especial da polícia, fortemente armados, chamado ‘Batalhão de Ordem pública’ e tentou entrar em um contrato para a aquisição de centenas de outras armas automáticas.

"O governo diz que tem uma politica de 'policiamento comunitário', mas na realidade é tudo sobre o uso da força, força, força, contando com armas, armas, armas. Nós já temos um exército, não precisamos de um exército de sombra. POPE BENEDICT XVI ERECTS NEW DIOCESE IN EAST TIMOR

The Vatican officially erected a third diocese in East Timor on Saturday. Fr. Norberto Do Amaral will be the new bishop of the newly created Diocese of Maliana.

According to Saturday's communique from the Holy See, after completing his seminary studies in Indonesia, 53-year old Fr. Do Moral was ordained a priest in 1988. Since then, he has worked in parish ministry and has served as the rector of the minor seminary of the Diocese of Dili. After he completed studies in dogmatic theology at Rome's Urbaniana University, he was a professor and prefect of the major seminary of Dili.

In 2008, he was named Chancellor of the Diocese of Dili and Director of the diocesan magazine "A Seara."

The newly delineated Diocese of Maliana is formed of 10 parishes serving just over 200,000 Catholics, who represent more than 98% of the area's population. Six diocesan and 25 non-diocesan priests, along with 108 religious brothers and sisters, are assigned within the new diocese's limits.

The Diocese of Dili was divided to create the new diocese, which now joins the Diocese of Baucau as the nation's third.

February 2010-Timor-Leste

Expected Council Action

A briefing by the head of the UN Mission in Timor-Leste, Ameerah Haq, and an open debate are expected in February. (The UNMIT mandate expires on 26 February and Council renewal is expected.) Resolution 1867 (which extended UNMIT’s mandate in 2009) requires a report by the Secretary-General by 1 February, but at press time it looked unlikely that this deadline would be met. The Secretary-General’s report is expected to include recommendations from a recent technical assistance mission. Council members are likely draw on these in their decision. Some reconfiguration of the operation seems likely.

Key Recent Developments

The technical assessment mission, led by Ian Martin, was in Timor-Leste from 10 to 18 January to assess the future of the UN Integrated Mission in Timor-Leste (UNMIT) and make recommendations, including possible adjustments in UNMIT’s mandate and strength. Among the likely suggestions are that the UN Police (UNPOL) be downsized and that there be a change of emphasis in UNPOL’s role.

The Timor-Leste National Police (PNTL) has been gradually assuming policing responsibilities since 14 May 2009. (The handover process had been suspended following the assassination attempts on Timor-Leste’s president and prime minister in 2008.) Earlier in 2009 the PNTL had resumed responsibility of four districts: Lautem, Oecusse, Manatuto and Viqueque and the Police Training Centre. On 14 December 2009 it resumed primary responsibility for the conduct of maritime police operations and on 18 December 2009 for the Police Intelligence Service.

On 28 December 2009 a PNTL officer was involved in a shooting in the Comoro area of Dili; one person was killed and another injured. The police officer under investigation was suspended from duty on 4 January. UNPOL and PNTL are carrying out an internal investigation. A separate inquiry will be conducted by UNMIT’s Human Rights and Transitional Justice Unit.

The new Special Representative of the Secretary-General for Timor-Leste, Ameerah Haq, arrived in Timor-Leste on 5 January. On 25 November 2009 the Secretary-General wrote to the Council advising of Haq’s appointment from 28 December 2009 in succession to Atul Khare, who had held the post for three years.

On 23 October 2009 the Council was briefed by Khare and by José Luís Guterres, Deputy Prime Minister of Timor-Leste. Khare stressed the need for a steady approach to Timor-Leste and that there should be no exit without a strategy. Most Council members agreed with the Secretary-General’s recommendation to maintain the strength and composition of UNMIT but that the technical assessment mission in January 2010 would evaluate possible adjustments in UNMIT’s mandate and strength in the future.

Human Rights-Related Developments

In their latest joint report on human rights developments in Timor-Leste published in September 2009, the Office of the High Commissioner for Human Rights (OHCHR) and UNMIT focussed on accountability for past and present human rights violations. They noted some progress in strengthening the justice system including a new criminal code, but found gaps in implementing recommendations of the joint Indonesia and Timor-Leste Commission of Truth and Friendship (CTF) and the Truth Commission for Reception and Reconciliation (CAVR). The report urges the government ensure that the judiciary and prosecution services are allocated sufficient resources and clearly delineate the roles of the military and the police. It urges donors to provide coordinated technical assistance in the areas of security sector reform and justice.

In a related development, the Timor-Leste parliament on 14 December 2009 adopted a resolution agreeing to set up and fund a special institution to implement the recommendations of the reports of the CTF and the CAVR. The resolution asked a parliamentary committee to prepare, within three months, draft legislation for concrete measures to implement the recommendation for the two commissions and for the creation of a new institution for that purpose. The resolution will be debated by the Timor-Leste parliament in April.

Key Issues

The key issue for the Council is whether changes are needed for the UNMIT mandate and staffing and developing a clear strategy which reflects the reality on the ground.

A related issue is the appropriate resources at this stage including capacity-building and mentoring.

Also a key issue is whether the December 2010 deadline, suggested recently by the Timor-Leste government, for concluding the handover to the national police is realistic. The dangers of setting artificial deadlines are well remembered in the Council.

An issue which may suggest that major reconfiguration is premature is the slow progress on comprehensive security sector reform, the lack of institutional development in the police and uncertainty over whether the Timor-Leste government is able to develop a professional police force at this stage.

A related question is the ongoing review of the Supplementary Policing Agreement (which agreed that UNPOL would be given executive policing authority until the PNTL was reconstituted). A government commission formed in April 2009 to review the agreement has not met the UN since May.

The shooting incident in Dili in December raises issues whether the PNTL is yet receiving the right type of training for community-oriented policing.

A further issue is the impact of the International Stabilisation Force’s downsizing. In December Australia announced that it would reduce its troops from 650 to 400 by February.

Underlying Problems

One of the fundamental problems that led to the violence in 2006 was a fragmented security sector. A recent International Crisis Group report notes that little has been done to clarify the roles of the security and defence forces. Draft legislation provides the legal means for integration of these two forces but there does not seem to be a vision for effective steps to reform the respective roles and reduce the potential for re-emergence of conflict between the army and police.

Internally displaced persons have returned home. However, reintegration continues to be a challenge. Difficulty with accessing employment, services and infrastructure, the lack of a legal framework to address land and property disputes, a weak justice system and slow security sector reform could therefore contribute to possible future unrest.

An Amnesty International report on justice and impunity published in August 2009 underlines an ongoing problem. Despite a number of national and international justice initiatives there is continuing impunity in Timor-Leste for atrocity crimes and this feeds underlying discontent in some sectors of society.

Options

One option is to renew UNMIT for a year with some limited downsizing of police and prioritisation of the existing mandate so that greater effort can go into mentoring, governance, security sector reform and other peacebuilding type activities.

A possible option, if members feel the need for a fuller discussion of the underlying issues and development of a Council strategy, is to consider a two to three month rollover.

Further options include:
requesting the Secretary-General to develop a more structured way of measuring progress against key benchmarks taking into account a possible exit in 2012;
reiterating the need for greater progress in a comprehensive review of the future role and needs of the security sector;
highlighting the importance of continuing to focus on accountability and justice and the promotion and protection of human rights;
deciding on a Council visit to Timor-Leste before the next mandate renewal; and
deciding on how to involve UNMIT in peacebuilding type activities and processes.

Council and Wider Dynamics

At this point most members appear comfortable with some limited refocusing of the mandate and some downsizing while retaining the four main pillars of the mandate (i.e. security sector reform, democratic governance, rule of law and socioeconomic development) and working towards a possible 2012 exit. Initial briefings on the technical assessment mission’s recommendations appear to have had a good reception.

France, which has initiated a debate on peacekeeping transition and exit strategies in February, may see Timor-Leste as a case study in this context. However, a number of other members are wary of including language in the resolution that could send a signal of early departure. The events of 2006 are still seen by some Council members as a reminder not to act prematurely on UNMIT’s future. There is some concern that the issues that contributed to the 2006 crisis have yet to be fully dealt with.

Brazil has historically been actively involved in the issue and wants to focus on security and socioeconomic development. Japan also has an active interest, but as the lead country seems likely to play the role of facilitator.

Members like Austria, Mexico and Turkey have shown interest in the human rights and justice dimensions of this issue.

Countries outside the Council (Australia, New Zealand, Malaysia, Philippines, Portugal, and South Africa) continue to be closely engaged and will play a role in developing the first draft of the resolution. Some of these countries are concerned, however, that there may be insufficient time between the release of the Secretary-General’s report and the mandate expiry for a satisfactory exploration of the issues in sufficient detail.

Timor President silent after witnessing police bashing during international fishing competition


FRETILIN MP, member of the parliamentary defence, security and foreign affairs committee and former government minister Jose Teixeira today questioned why President Jose Ramos-Horta said and did nothing after witnessing an unprovoked brutal police assault on a contestant in a fishing competition promoted by the president.

Mr Teixeira said President Ramos-Horta saw police assault Mr Lhew Comacoshe, a 27 year old university student taking part in Timor Leste's inaugural International Fishing Competition on 27 November 2009, but remained silent until after FRETILIN MPs raised the incident in parliament this week and the media began asking questions.

Mr Comacoshe, a participant in the fishing competition, which attracted entrants from Australia and Asia, was punched, kicked and bashed with a rifle butt on a beach on Atauro Island, 25 kms off the coast of the capital Dili, in full view of hundreds of people.

Mr Teixeira said Mr Comacoshe was apparently beaten because he held up a placard on which was written, “Fishing Group From Suco Maunroni, Sub-District of Atauro, District of Dili”, identifying from where his group of competitors were and which he intended to affix to their boat, but the police took objection to it without any explanation, and forcibly removed from his possession, afterwards assaulting him.

Mr Teixeira said police were now persecuting Mr Comacoshe and his family for daring to report the incident to the Ombudsman for Human Rights and Justice, the Attorney General and parliament.

"The assault on Mr Comacoshe partly reflects the gung-ho and very militaristic attitude introduced by the new police commander Longuinhos Monteiro, who appears bent on creating a 'shadow army'," Mr Teixeira said.

President Ramos-Horta reportedly told the Dili daily, Jornal Diario Nacional on January 29: "This poor Timorese fellow, was merely holding up a placard, I saw the police beat him but because it was far away I did not understand what was happening. Afterwards I heard that he was holding up a placard, I thought if it was a placard then let him do it, there is no need to beat him just because he was only holding up a placard."

Mr Teixeira said the president should not have remained silent about the incident, especially since Mr Comacoshe, personally delivered a written complaint regarding the incident to the President's office on 17 December last year, and then subsequently, on 23 December last his brother delivered a copy of the video to the President’s Office on his behalf.

"In an apparent act of revenge for having the temerity to lodge a complaint, police on 13 January evicted Comacoshe's law-abiding family from a state owned house they had lived in for six years. There was no formal notification from the government - the village chief and police turned up and threw their belongings out the door, after having threatened him with loaded weapons.

"If president Ramos-Horta had spoken up earlier it might have avoided reprisals against Comacoshe and his family, but the President obviously did not want to spoil the media glow generated by the international fishing competition organized by his office. Many people, the victim included have asked me, ‘Is this what it means to be a President for the for the poor and the weak, as he claims widely?’ I have to ask the same question."

Mr Teixeira said Mr Comacoshe's family had now sought refuge in Dili and have yet to receive any assistance from the government.

"Complaints of police brutality are happening with an unprecedented frequency and on an unprecedented scale. We have citizens making complaints almost every day now. In the past two weeks we received complaints about police joining in with martial arts groups and using violence against their rivals.

"Late last year in Uatolari, Viqueque district, police allegedly assaulted and tortured a number of young men. On 28 December 2009 police shot and killed an unarmed young musician at a party in Dili.

"There is something very wrong with the way police are being trained and commanded. Local media on January 27 reported the new police commander Longuinhos Monteiro as saying in regard to alleged criminal activity recently carried out in border districts by masked groups known as ninjas, 'Any Ninjas who want to take us on, your final stop will be Santacruz' cemetery.'

NEW UN ENVOY ASSESSES PROGRESS MADE BY TIMORESE POLICE FORCE‏

On her first district visits since assuming the top United Nations post in Timor-Leste, Ameerah Haq this week saw first-hand the strides made by the Timorese police force, who are gradually assuming responsibility from the world body’s peacekeeping force.

Ms. Haq, the Secretary-General’s Special Representative, stopped earlier this week at police stations in Lautem, the easternmost district in the country and the first in which the UN mission, known as UNMIT, handed over responsibilities to the Timorese National Police (PNTL) last May.

“I am impressed by the level of organization and professionalism displayed by PNTL officers in Lautem district, as well as the continuing working relationship with UNPOL [UN Police] officers who now focus on monitoring and mentoring their PNTL colleagues in that district,” she said.

The official also visited neighbouring Baucau, which is set to assume responsibility over policing duties pending final preparations by the Government. There, she met with the local Acting District Administrator Antonio Guterres, judges, lawyers, prosecutors and court officials.

“The courts and police are part of one justice system,” she underscored. “For citizens to have confidence in the rule of law, both aspects of the justice system need to function well and be responsive to the needs of communities.”

The UN has been handing over policing responsibilities to Timor-Leste as part of the gradual transfer of the security functions it assumed in 2006 after dozens of people were killed and 155,000 others ­ or about 15 per cent of the population ­ were driven from their homes in an eruption of violence in the newly independent country.

Last month, the PNTL resumed responsibility over the Police Intelligence Service, the seventh police entity that UNMIT has handed back.

PNTL has already resumed responsibility in four districts ­ Lautem, Oecusse, Manatuto and Viqueque ­ as well as for the Police Training Centre and the Maritime Unit.

UNMIT, set up in 2006 to replace several earlier missions in the small South-East Asian country that the UN shepherded to independence in 2002 after it voted to separate from Indonesia, currently has some 1,550 police and 30 military liaison officers on the ground.

Capt. Marco Cruz told Lusa the GNR detachment in the Asian country had destroyed more than 400 explosive devices, ranging from hand grenades to mortar rounds, since their deployment in 2006 during a wave of violence. Cruz said the GNR's concern was not to identify the origin or original users of the abandoned munitions, but to "protect the population". He recalled that a four-year-old Timorese girl was killed by an explosive device last October while playing in the street.

It draws attention to the fact that "the ISF (international Security forces) are composed of two contingents being a Australian and another a New Zealand, a total of about 1300 militaries well trained armies and with capacity to face war scenarios with armoured vehicles and combat helicopters, etc.

In turn, UNPOL is composed of around 2000 police officers FPU (four groups, GNR of Portugal, Malaysia, Pakistan and Bangladesh) about 140 elements each.

Taking into account these figures it is clear that there are all the conditions for that the judicial decision is executed to the extent that the accused are only 15 elements, only not having been so far due to external interference on the judiciary power ".

Finally, the International Judge Ivo Rosa determines that "in the face of the whole exposed to office of UNPOL and ISF, notifies personally, Mr. Police Commissioner and Mr. Brigadier John Hutcheson, that:

a) must obey, comply with and enforce the laws in force in East Timor;
(b)) should only judicial decision obedience which pronounced the pre-trial of indicts;
(c)) shall develop, immediately, all efforts to make the arrest of escapees;
(d) any negotiation process with a view to give up voluntary of escapees only the aim for the unconditional detention ".

MORE COMPLICITY

The manoeuvre to prevent Alfredo Reinado is taken to trial include also with the participation of Atul Khare, the United Nations representative in Timor-Leste since September 2006. In consequence, UNPol, police of this organization does not enforce the successive Dili Court orders.

His predecessor, Sukehiro Hasegawa, the Japanese came to the country in May 2004 and until September 2007 became visible as a firm supporter of the José Ramos Horta and José "Xanana" Gusmão intriguing policy, benefiting both the Australia and Japan.

This same year, as soon as Gusmão assumed the leadership of its illegal Government Hasegawa was hired by it as a Horta Advisor.

Govt to hand over more houses for former East Timor refugees

Social Affairs Minister Salim Segaf Al-Jufri will officially hand over an additional 1,000 houses for former East Timor refugees in Kupang and Belu regencies in East Nusa Tenggara on Monday.

East Nusa Tenggara's head of Social Agency told tempointeraktif.com Saturday the minister and Military Chief Gen. Djoko Santoso were expected to arrive in the province on Sunday and to leave for Atambua, Belu, for the ceremony.

The houses were constructed through a cooperation between the ministry and the military last year.

Previously the government had handed over a total of 7,000 houses for the former refugees.

Tens of thousands people are reportedly still living in emergency barracks, and thousands of families still have no access to government assistance after the independence of East Timor in the 1999 referendum.

Baucau and Ainaro next districts for police resumption.

Dili, 29 January 2010 SRSG Ameerah Haq and Police Commissioner Luís Carrilho visit Baucau ahead of PNTL resumption.

The chief of UNMIT, SpecialRepresentative of the Secretary-General Ameerah Haq, made herfirst district visits on 26-27 January to see first-hand the progress of police work in Lautem and Baucau. Travelling with Police Commissioner Luís Carrilho and PNTL Commander of Operations Command, Inspector Mateus Fernandes, the main purpose of the visit was to see progress in the first district in which PNTL resumed primary policing responsibility, Lautem, and to see preparations underway in Baucau which is due for resumption in the coming weeks.

Late last year, the Government-UNMIT joint assessment teams recommended Baucau and Ainaro districts for resumption, after each district met the mutually agreed criteria. Resumption is expected to take place in the near future, pending final preparations by the Government.
SRSG Haq travelled first to Lautem district, where she visited the District Police station as well as the Los Palos sub-district station.

“I am impressed by the level of organization and professionalism displayed by PNTL officers in Lautem district,” said Haq, “as well as the continuing working relationship with UNPOL officers who now focus on monitoring and mentoring their PNTL colleagues in that district.”

In Baucau, Ameerah Haq met with the Acting District Administrator, Mr Antonio Guterres, visited the district police headquarters, as well as the District Court where she met with a District Judge, lawyers and court officials, and later with the District Prosecutor.

“The courts and police are part of one justice system,” said Haq. “For citizens to have confidence in the rule of law, both aspects of the justice system need to function well and be responsive to the needs of communities.”

SRSG Haq also visited the Baucau District Hospital, the Villa Nova 11 Primary School where she met hundreds of the 1,443 students and many of the 38 teachers and learned about the World Food Programme School Feeding Programme, met with district NGOs and held a short media conference.

EAST TIMOR PRIORITIES FOR 2010 PRESENTED TO DONORS IN FEBRUARY

Dili, East Timor, 29 Jan – The final report on National Priorities for 2010 in East Timor is due to be presented to development partners at the end of February, according to a statement from the country’s Council of Ministers published Thursday in Dili.

The statement said that, at their Thursday meeting, government members analysed the National Priorities for this year including investment in infrastructures (roads and water), food safety (rise in agricultural productivity), development of human resources (training and education), access to Justice, social services, decentralisation of services, good governance and public security.

Also according to the statement, the Secretariat for National Priorities presented the Council of Ministers with the progress made in 2009, as well as the conclusion that “generally-speaking, the priorities for 2009 saw positive development.”

The process of analysing the priorities framework, with the involvement of civil society partners, is also scheduled for February. (macauhub)

Oeiras- O ministro da Defesa de Portugal destacou hoje, quinta-feira, a formação de mais de cinco mil alunos bolseiros vindos dos Países de Língua Oficial Portuguesa (PALOP) e Timor-Leste que, nos últimos 20 anos, beneficiaram de bolsas para o ensino superior em instituições escolares portuguesa.

Augusto Santos Silva falava durante a cerimónia de recepção de ano novoaos alunos bolseiros dos PALOP e Timor-Leste que se encontram em formaçãoem unidades de ensino militar, no quadro da cooperação técnico-militar.

"É importante destacar que na última vintena, desde 1992, contámos com 5.721 formandos, oriundos dos PALOP e Timor-Leste, que beneficiaram da formação do nosso ensino", informou Santos Silva, sublinhando que se tratam de números que "honram a Defesa Nacional e as Forças Armadas"

"Este valor representa um esforço de todos e de cada um deste bolseiros, que nestes últimos 20 anos passaram pelo ensino superior português, numa formação que os ajudou pessoalmente e na qualificação das Forças Armadas de que são membros", sustentou Santos Silva.

O ministro responsável pela pasta da Defesa destacou ainda a importância da cooperação técnico-militar que considera ter "o coração na formação".

"A cooperação técnico-militar é importante porque ajuda a que todos beneficiemos reciprocamente e, apostando na formação, apostamos num diálogo que se faz em português, estreitamos os nossos laços e contribuímos para a força da nossa língua", concluiu.

Food import deal must be made public

The terms of a controversial business deal to import Chinese fruit and vegetables into Timor-Leste should be made public given its potential to disadvantage local farmers, former Minister for Agriculture and Prime Minister Estanislau da Silva said in Dili today.

Mr Da Silva, a senior MP in FRETILIN, the largest voting bloc in parliament, said he was alarmed by the Chinese company Sino Green Land's media release on January 11, 2010, that it had reached agreement with "local representatives in East Timor" who "have close government relationships and resources that will support our penetration of the local market."

Mr Da Silva said the announcement implied Timor Leste government support for the agreement signed by Mr Anson Fong, President of Sino Green Land and Mr Ted Lay, a Timorese businessman connected to the de facto Gusmao government. The deal drew wide criticism from Opposition and civil society groups concerned it would hamper the development of the country's emerging but promising agricultural sector.

The government responded with a media release on 14 January 2010 claiming that: "The Government was perplexed by a recent media statement distributed globally by a company called Sino Green Land. No member of the Government endorsed, aided, supported, or approved any cooperative agreement with Sino Green Land in tandem with local representatives."

However Mr Da Silva said that an official seven-person delegation from Sino Green Land and 'China Green Food Association' led by Mr Luo Xiong visited Timor-Leste at the invitation of Mr Antonio Maria Hung, Special Advisor to the Prime Minister for Economic Development Issues, between 14 and 18 November 2009.

Mr Da Silva said: "the delegation's activities in Dili raise serious doubts about the veracity of the de facto government's media release denying government involvement."

He said the delegation met twice with the Ministry of Agriculture including Secretary of State for Fisheries, Mr Eduardo de Carvalho, and with the two Vice Presidents of Parliament, Mr Vicente Guterres and Ms Maria Paixao. It also met senior public servants including: Mr Fernando Hi da Silva, director to the Minister for Economic Development Joao Goncalves; the Director General of the Ministry of Tourism Commerce and Industry, Ms Manuela Corte Real; Mr Noel Carvalho, the Head of Timor-Leste's Trade and Investment approval body, Tradeinvest Timor-Leste; and Mr Paulo Remedios, a legal advisor in the Office of the President of the Republic.

"In light of Sino Green Land's extensive discussions with government and subsequent deal with a government-favoured businessman, the government's denial of any involvement looks highly dubious."

Mr Da Silva said FRETILIN believes that investment and promotion of local agriculture production to enable import substitution should be a top priority of government. The highland areas of East Timor and its respective microclimate are very suitable for farming a wide variety of horticultural products.

"The Gusmao administration pays lip service to promotion of local agriculture but in practice has been killing our domestic rice producers with heavily state subsidized rice imports which line the pockets of its cronies."

Mr Da Silva said he would refer the Sino Green Land agreement to the parliamentary agriculture committee as well as the committee responsible for trade and investment, to investigate and hold the government accountable for what he termed "this damaging trade and investment fiasco".

EARTHQUAKE STRIKES TIMOR LESTE

A moderate earthquake measuring 5.5 on the Richter scale struck Timor-Leste on Thursday, the Indonesian Meteorology and Geophysics Agency said. According to the US Geological Survey reported, the quake was at 5.1 magnitude.

The quake rocked at 02:00 am Jakarta time (1900 GMT Wednesday) with epicenter at 157 kilometers southwest Dili the capital of Timor-Leste and with the depth at 529 kilometers, the agency said.

GLAS DOWR LINED UP FOR DUTY IN KITAN

HOOFDORP, The Netherlands -- ENI has issued a Letter of Award to Bluewater Energy Services for an FPSO for the Kitan field in the East Timor/Australian Joint Petroleum Development Area. Confirmation of the award is subject to ENI gaining approval from its co-venturers in the Kitan project, Inpex and Talisman, and the East Timor government.

If confirmed, Bluewater will supply the FPSO Glas Dowr, which formerly operated on the Durward/Dauntless fields in the UK North Sea, for a minimum term of five years after the start of production, extendable to 10 years.

The award as its stands covers chartering, operation and maintenance of the upgraded vessel, along with mooring systems, and provision of logistics and ancillary services. The Kitan field is in JPDA permit 06-105, around 170 km (105 mi) south of the Timor-Leste coast and 500 km (311 mi) north of the Australian mainland. Water depth is around 344 m (1,128 ft).

In the Norwegian North Sea, Bluewater has opted to sell its 55% interest in the Jotun A FPSO to Jotun field operator ExxonMobil Exploration and Production Norway and Standard Marine Nordsje. Stabdard already owns a 45% interest in the vessel.

UN PEACEKEEPERS STOOD BY EAST TIMORESE POLICE BASH A YOUNG MAN

UN peacekeepers stood by and watched as the East Timorese police they were supposed to be mentoring allegedly hit, kicked and repeatedly stomped on a young man near an official ceremony.

The incident late last year raises concerns about the supervision and training provided to the local police by the UN Integrated Mission in East Timor, which is supported by a contingent of Australian Federal Police and Australian soldiers.

The beating, which involved Policia Nacional de Timor-Leste officers allegedly grinding their heels into the man's back up to a dozen times, kicking him in the head and hitting him with a rifle butt, came to light after film of the incident was handed to East Timorese authorities this month.

The film, since posted on the internet, initially shows a young man with a sign relating to a local fishing group standing on a beach on Atauro Island where East Timor President Jose Ramos Horta was opening a fishing competition about 25km north of Dili.

Next, the young man is shown being dragged away by uniformed PNTL officers while UN police stand casually in the background.

There is no suggestion that Mr Ramos Horta witnessed the alleged incident.

While the PNTL try to handcuff the man, two other men, believed to be plainclothes officers, are seen to rush in and stand on the man's torso. As he writhes in pain, the officers begin stomping on his back in his kidney region up to a dozen times.

As the man is being dragged to his feet, one of the plainclothes officers is seen to kick him in the head and, as he is being led away, another plainclothes officer runs in carrying a shotgun, which he slams, butt-first, into the man's stomach, sending him staggering.

During the beating, a blue-bereted, uniformed UN police adviser can be seen watching from just outside the circle of officers and at one point appears to say something. Other UN officers are seen just before the beating standing further back along the beach.

UN East Timor spokesman Gyorgy Kakuk said yesterday a joint UN-PNTL investigation had been launched into the incident, along with a separate criminal investigation.

"We are taking this matter very seriously," Mr Kakuk said. "The investigation has to determine what has happened, why did it happen there and, as a result of that investigation, perhaps there will be an investigation established into responsibility of other police officers other than PNTL."

No Australian peacekeepers were involved in the incident.

In 2006, the PNTL and the country's military forces fractured along political and geographic lines, taking the country to the brink of civil war and causing 37 deaths and the displacement of 150,000 people.

Part of the UN mission in East Timor was to rebuild the local police force to take over responsibility for policing the country by the end of this year.

Justiça: Timor-Leste alega não ter recebido carta rogatória para julgamento assessor de PR Ramos-Horta, tribunal portugues confirma envio

Lisboa - A Procuradoria Geral da República de Timor-Leste garante não ter recebido qualquer carta rogatória da 1ª Vara Criminal de Lisboa, relativa ao julgamento de Paulo Remédios, assessor português do PR timorense José Ramos-Horta.

A garantia foi feita numa nota de imprensa assinada por Vicente Fernandes e Brito, adjunto do PGR de Timor-Leste.

"A Procuradoria Geral da República de Timor nunca recebeu qualquer Carta Rogatória das autoridades portuguesas, designadamente da 1ª Vara do Tribunal Criminal de Lisboa, solicitando a notificação do cidadão Paulo Remédios", lê-se na nota de imprensa.

Todavia, fonte judicial da 1ª Vara Criminal de Lisboa confirmou hoje à Lusa não só o envio da carta rogatória, como a execução de expedientes judiciais reforçando aquele pedido, designadamente a notificação de Paulo Remédios para comparecer no julgamento em que é arguido de crimes ligados à herança de imóveis em Macau.

Na penúltima sessão do julgamento, no passado dia 19, face à repetição de ausência do arguido Paulo Remédios e do advogado que o representa, o juiz Nuno Coelho informou o tribunal que a PGR timorense respondeu à carta rogatória enviada pelo tribunal português destacando a impossibilidade de contactar o arguido para o notificar do julgamento em Lisboa.

O juiz Nuno Coelho classificou a informação da PGR timorense como "surpreendente".

Na última sessão, no passado dia 26, Paulo Remédios reincidiu na ausência, tendo o juiz optado por não marcar nova data para a continuação do julgamento do processo número 436/07.6TCLSB.

Paulo Remédios, actualmente residente em Díli, onde é assessor pessoal de José Ramos-Horta, segundo disse à Lusa fonte da Presidência da República timorense, foi constituído arguido em crimes relacionados com herança de imóveis em Macau, processo em que já foram absolvidos três arguidos, em 2007, por falta de provas.

De acordo com uma decisão da 1.ª Vara Criminal de Lisboa de Dezembro de 2007, os advogados Paulo Remédios e José Marques de Oliveira, a par do macaense José Carvalho e Rego, são acusados de três crimes de falsificação de documentos, enquanto que José das Dores Cruz, 71 anos, é acusado de dois daqueles crimes, punidos com pena de prisão até três anos ou multa até 600 dias.

No passado dia 22, em declarações à Lusa, em Díli, Paulo Remédios disse nada ter a ver com negócios imobiliários fraudulentos em Macau e que nunca foi ouvido nos autos do processo em que é arguido em Lisboa.

"Não me querem em Portugal e não querem que eu fale porque sei de muita coisa. Eu teria interesse em ir ao julgamento, até porque os outros arguidos foram absolvidos e seria de esperar que também eu fosse. Não tenho nada a ver com a falsificação de documentos. Não encontram a minha assinatura em nada", disse.
