MONEY BELIEVED MISSPENT IN PRESIDENT’S OFFICE

Timor Post - Thursday 16 December 2010

Dili – The Opposition in the National Parliament has strongly criticized as misused and mal-administered the million-dollar poverty reduction fund allocated to the Office of The President of the Republic.

“The government failed to explain how this money was spent in the hearings, the Director General of the of the President of the Republic’s Office also came here, we asked for the accounting for how the expenditures were made, but there was no accounting report,” said FRETILIN parliamentary leader Aniceto Guterres yesterday.

Aniceto Guterres said that the US$1 million was allocated in the budget for office of the Prime Minister, whilst being implemented by the President of the Republic’s office through the Poverty Reduction Fund.

Guterres said that at first this fund was allocated in the budget for the office of the President of the Republic, but the FRETILIN parliamentary group petitioned the Court of Appeal and it declared that this was unconstitutional because it was the government that had the power to engage in poverty reduction programs.

Guterres added that because the President of the Republic wanted to involve himself in the fight to reduce poverty the Poverty reduction Fund was set up in the Prime Minister’s office to be implemented by the President’s office, “we believe that the President of the Republic wants to be involved in fighting poverty because he wants to do something for the people,” Guterres pointed out.

However, Guterres said that FRETILIN was concerned that to date there have not been any accounting reports as to how this fund was spent.

“If it was used to construct housing, then we want to know how many houses were built, how much was spent to build these houses, if it is said that it was for the poor then what was the criteria for allocating such housing, who is eligible to access such housing?” Guterres questioned.

Guterres added that FRETILIN suspects that moneys have been “misspent” for party political purposes because the advisor managing the fund in the President’s office is also an officeholder of a political party.

Caro Guterres,
