The first move will be those who are in Timor Leste earning high salaries but surplus to the requirement!
Moreover, TL government’s officials should be accountable to the donors as how and why they hire certain individuals to work for the government of Timor Leste .
Thus will avoid members of government hiring their own spouses and friends to do a job that a national can do perfectly well, better and for less money.
Value-for-money only has its true meaning if we were to see more training for Timorese nationals, as they are the ones who will run their own country while internationals interests are to pocketing money as much as they could in a very short period of time and for a very little work!
