The United Nations Integrated Mission in Timor-Leste (UNMIT) advisor Andre Thorsen has revealed he has not made any proposal, asking the Timorese Government to authorize security civil officers to carry weapons.

This comments made by the UNMIT’s spoke person to respond to the recent media publication that its advisor has proposed to the Timorese Government to arm private company security officers. At the meeting in Dili on 18 November, a question was asked about private security guards carrying firearms.

Mr. Thorsen replied, “Your private security companies do not want their guards to carry firearms and I agree with them completely.” The UN’s view is that any decision on this issue is a matter solely for the people and the competent authorities of Timor-Leste.

A lecturer from the Timor Loro Sa’e University, Matias Guilherme said it was embarrassing if a UN advisor made such a comment, as the UN is an organization which formed Timor-Leste to be a nation. “I do not know whether he really made such proposal or not and it if is true and that is embarrassing, because the UN knows that Timor-Leste is fragile country.

Why should he make such proposal on arming civil security officers,” Guilherme said.

He affirmed that the Timorese Constitution only allowed the Timorese Defense Force (F-FDTL) and the National Police to carry weapons.
