The UN is totally accountable for the atrocities that are being practiced by not only the PNTL and FDTL, but, also the government itself.
The UN is quick to point out weaknesses, however, the question is; if Timor is in such a way, what the F-CK has the UN been doing for the last 10 years?
It has just been a decade of sucking out money to pay UN officials who have turned Timor into a enviable private business of their own.
Timor has become a "employment centre" for undesirable, incompetent, unqualified internationals, many of whom, come from third world nations that are at war and in a total mess themselves! Even bigger mess than Timor!

A ONU é rápida em apontar as fraquezas, no entanto, a questão é: se Timor está desta forma, o que é que a ONU tem estado a fazer nos últimos 10 anos?
Tem sido uma década a sugarem o dinheiro para pagar os funcionários da ONU que tornaram Timor num negócio invejável e privado deles próprios.
Timor tornou-se num "centro de emprego" para os internacionais indesejáveis, incompetentes e sem qualificações, muitos dos quais oriundos de países do terceiro mundo que estão em guerra, e numa confusão eles mesmos! Confusão ainda maior que Timor!

All public organizations are infected with incompetent and corrupt officials. In ten years, successive governments have failed to have a functioning postal service, nor the provision of elctric or drinking water.
No public official, from the lowest to the service director, who did not make its own corruption, or all together as a cartel within the division.
Officials of the UN are the owners, 'disguised' by a large majority of the large and flourishing business that emerge every day in the city of Dili. From petrol stations to construction companies, there is a bit of everything. Even fake jewelry dealers can be found among the UN staff stationed in Dili. Gone is the spirit of mission ... the task now is to deal with their own bank accounts which the $ 12,000 monthly salary ranging from feeding.
Surely that much more can be added to this list of illegalities.

In 2000 the creation of the PNT was one of the most essential task of the UNTAET (United Nations Transitional Administration in East Timor). Along with this responsibility, the UNTAET via the UNDP was also tasked with the establishment of a judicial system in TL. The recruitment of PNTL cadets and prosecutors, public defenders and judges was done so by the UN. The set up and training of these institutions was also carried out/implemented by international officials recruited by the UN.
The Timorese can only practice in the manner in which they were trained and equipped. If there is a failure in these institutions then the UN must be made accountable for it because they were the ones who hired the the so called UN experts to serve as trainers, mentors and international counterparts of the Timorese nationals. The timorese justice sector continues to be in a frail and ill state. Korruption Human right abuses conducted by the authorities are rife and the rule of law is breaking down because the UN failed to provide the proper equipment and qualified expertise to implement the correct methods in the initial stages of creating the internal security and judicial sectors. Timor Leste is not the only country where UN missions have failed. Until the current date, the UN has yet to show the world an example of its good governance/administration in any of the nations that have been unfortunate enough to host a UN mission. It is time for the international community to demand an revision, restructure and clean up of this so called humanitarian organization that goes by the very misleading name of the United Nations.
there is no doubt about it. Especially the UN Police,there thousands of Police from foreign countries more specifically from developing countries like Zimbabwe,Tanzania, Kenya, the Philippines, Bangladesh, Pakistan, etc. they line up and try their luck to be deployed to Timor-Leste as they would be paid with a nice salary and just to live a wonderful life there. As you could try to go over, they have been doing nothing in Timor.
