PROPOSED RESOLUTION No. /II
Recommending Urgent Audits to the Government
Taking into account the urgency debate that took place in the National Parliament on 5 October 2010 regarding the supply of electricity;
In the face of worsening occurrence of repeated and prolonged disruptions in the supply of electricity and the growing number of damages suffered by the population as a result of same;
Considering the passivity of the government and the absence of urgent measures taken to secure the basic needs of the population and quality of the supply of electrical energy;
Considering in particular the total incapacity demonstrated by the Minister for Infrastructure and Secretary of State for Electricity, Water and Urbanization to solve the problem;
Considering the large budget allocations in the last three years in the area of electricity;
Considering, finally, that in the last three years there has not been any improvement in the supply of electrical energy;
The undersigned MPs, pursuant to line b) of no. 1 of article 9, of article 90 and article 1000 of the Rules of the National Parliament, present the following resolution:
The National Parliament resolves, pursuant to the terms of articles 92 and 95, no. 1 of the Constitution of the Democratic Republic of Timor-Leste, the following:
1. Recommends to the Government to undertake an urgent external audit of the management of Timor-Leste Electricity;
2. Recommends to the Government to undertake an urgent external audit of the execution of the contract entered into with the company ‘Manitoba Hydro International”’
3. Recommends to the Government to undertake an urgent external audit of the procurement process for the purchase of generators for the Comoro Power Station in Dili;
4. Recommends to the Government to undertake an urgent external audit of the procurement process and execution of the works for the “Construction and Supervision of the New Power Station and Transmission lines”;
5. Urges the government to invest in renewable energy;
6. That the independent and detailed audits be delivered to the National Parliament on or before 31 March 2011.
