Judicial System Monitoring Program (JSMP) and HAK [human right association] said the recent decision made by President Jose Ramos Horta on pardoning the ex-rebel leader, Gastao Salsinha and followers was against the court.
Director for the JSMP, Luis Oliveira said the president had the prerogative right to pardon prisoners, but he had to justify his reason.
Oliveira stressed that the president had always breached the court’s decision without justifying fundamental reason of the pardon and that would not help strengthen judicial system in the country.
Director for HAK, Rui Viana said if the pardon had been a habit in the country, so then could it could become bad precedence to the country’s judicial system in future.
