The Timorese Government has delegated its ambassador to Indonesia for making a profound consultation with the King of Yogyakarta seeking for solution to the recent martial art clubs clash engaging Timorese students.
Minister for Foreign Affairs, Zacarias Albano da Costa said the Government continued resolving this case, so that it could not emerge any implications to the two countries’ bilateral ties and development process in the province of Yogyakarta.
Da Costa stressed that the Government wanted to keep both countries’ bilateral ties well-strengthened, yet process of investigation into the case ought to be forwarded by the Indonesian authorities.
“Our role is to help the authorities to launch investigation soon into the case, so that the doer could face legal charge,” Da Costa.
He added that the Government was also trying to approach Indonesia’s justice sector, so that the doer could also face legal charge in Timor-Leste.

A civil society member, Angelita Maria Sarmento said all the ministries should make a coordinating policy to seek for solution tothe case which was directly involving the Timorese in abroad.
Sarmento stressed that the recent clash in Yogyakarta emerged a negative impact on the country’s bilateral ties with Indonesia, due to the Timorese committed act of crime which affected the local community in Yogyakarta.
Sarmento also said the case indicated publicly that there had been no good coordination and cooperation among the ministries in resolving the case engaging people who were sent by them [ministries].
She added that the foreign ministry should take a necessary action to seek for solution to the case, as the king of Yogyakarta would make decision to deport the Timorese students.

Director for Judicial System Monitoring [JSMP], Luis Oliveira has recognized that they are not perfect yet in mastering the country’s Penal Code.
During a ceremony for launching training on Friday (28/5) Oliveira said shortcomings and limitations faced by his staffs had encouraged them to have training on the Penal Code, so that his staffs to be more professional in future.
Meanwhile, the JSMP Board President, Ivo Jorge Valente said good qualification could help it to provide official suggestions, criticism, judicial correction in the court and public prosecution.
Valente added that the JSMP could achieve good qualification if it continued making a self-capacity building through training.

19 officers of the Timorese National Police (PNTL) of Personal Security Guard Department (CSP) received certificate after attending a six-week training of advance course at the Timorese Academic Police center.
The United Nations Commissioner Police, Luis Carilho, has said that the training was aimed to better professionalize the CSP officers, so that they could carry out their task more professionally to protect state leaders to whom they guard to.
Carilho made the comment in his speech marking in the ceremony of handing over certificate to the CSP officers.
Meanwhile, Deputy Timorese Police, Commissioner Police Afonso de Jesus, called on the trained CSP officers to implement their experience got during the training and to carry out their task more professionally in the future.

The State Secretary for Defense, Julio Tomas Pinto Friday held sea test to the Timorese Naval war ship of Betano from Dili to Atauro Island.
He said that the two Timorese Naval War Ship purchased by the Timorese Government from China would capable to control Timorese water.
“As they explained that it will take 20 minutes from Dili to Atauro,”
Pinto said.
Meanwhile, Captain of the Ship, Nercio Alves, also said that the ship would spend 20 minutes to reach Atauro Island from Dili Harbor.
“If the sea condition is good and the ship runs with maximum speed then it will take 20 minutes only from Dili to Atauro,” Alves said.
According to Captain of Jaco Naval war ship, Leo, that the Timorese Marine force were now capable to control Timorese water by using the two war ships of Jaco and Betano.
The two war ships were purchased by the Government from the China with the price US$28 million.

A resident named Delio Maubere from Ermera has reported to the State Secretariat for Security that an illegal armed group is currently moving around in Hatulia of Ermera district.
“I am here to meet with my brother who is working at this office. In Hatulia there is an armed group moving around and carrying weapons and in Indonesian military uniforms intends to kill people,” Maubere said.
Maubere said he and his family members were surprised when seeing this illegal armed group, as they wanted to kill people and break the national unity.
He added that security situation in Hatulia was not stable; therefore he called on the Government to deploy the Timorese Defense Force (F-FDTL) to secure people from the armed group’s threat.

The Dili District Court has set deadline for MP Paulo Martins to testify in the court regarding the attack on the Timorese Defense Force (F-FDTL) Commander, Major General Taur Matan Ruak during the 2006’s crises.
MP Martins who was the first National Police commander feels like living in dilemmatic position as so far he has not received questions from the court.
“So far I have not received writer questions from the court to respond to them,” Martins said.
Martins said he was currently waiting for the questions from the Dili District Court.

The National Parliament has recently eliminated political immunity for MPs Agusto Tara and Eduardo Bareto to testify in the court in connection with the country’s crises of 2006.
The decision was made to help facilitate process of trial in the court, due to the country’s politicians had the political impunity while doing their work.
Parliamentary Secretary, Maria Terezinha said so far the Parliament had not received yet any official letter from the court asking these two MPs to testify in the court.
Meanwhile, MP Tara said he was ready to testify in the court in responding to the court regarding the crises.

Indonesian Ambassador to Timor-Leste, Eddy Setiabudhi, has said that the Embassy had not received any official information from his Government on sending back the Timorese Students who are currently studying in Indonesia.
The Ambassador Setiabudhi made the comment on Saturday regarding information widespread saying that the Indonesian Government would send all the Timorese students back home if the Government of Timor-Leste was passive to resolve recent criminal case involving the Timorese student in Yogjakarta.
Setiabudhi said this case was being investigated by the Indonesian police and it would send findings of the investigation soon after finishing it.
He added that he had no clear information about the recent criminal case which left a Timorese student killed.

MP Jose Texeira from Fretilin, who is also the member of the Parliament Committee B for Defense and Security, said he was concerned about the recent statement of the Timorese Police Commander, Commissioner Longuinhos Monteiro as it was a threat to Ermera residents.
He called on the Commissioner Police Monteiro to use proper words in making comments; otherwise it would frighten local residents.
“We have visited the scene and contacted with the local Police of Ermera and security agency and defense of the RDTL including some other people asking them about the recent statement made by Commissioner Monteiro on 19 May saying that there is well-organized illegal armed group holds illegal activity and also saying that they have counter fire for two hours in some places in Ermera. This statement has frightened the local Residents,” MP Texeira said.
Meanwhile, Ermera Distrcit Police Commander, Mariano Martins Soares, said that he had never seen any illegal groups, adding there was no gun fire so far in Ermera.

The Timorese Parliamentary Speaker, Fernando “Lasama” de Araujo, has said that the current head of Government was prime minister for all the people and not for the National Congress for the Timorese Reconstruction (CNRT) party.
“I think wherever Prime Minister Gusmão, his position will remain as Prime Minister of the people of Timor-Leste and not President for CNRT,” Lasama said.
Lasama made the comments regarding some politicians has considered the Government’s National Strategic Planning set up by PM Gusmão and socialized by PM Gusmão was a manner to gain people’s vote in 2012’s general elections.
He added that Fretilin had many times accused PM Gusmão of holding political campaign, but it was false; he therefore called on all people to convey their thoughts when they met with PM Gusmão in the public consultation of the Government’s National Strategic Planning.

The Timorese Human Rights Association called HAK has publicized their report entitled “Women victim is still difficult to get access to justice”.
The title was based on their observation over the state bodies such as National Police Institution, justice and prison work in 2008-2009 of which role was to serve and guarantee justice.
Executive Director of HAK Rui Manuel Viana, has said that the report they released was a part of HAK’s contribution to resolve problem of justice access by women so far.
He said that it was important for the women to get access to justice as it was par of guaranteeing peace and prosperity.
“Women are partners of men in family, civil society, and human resource in developing the country. If there is justice for them then investment for national development process is invaluable,” Viana said.
Meanwhile, Manager for Law strength law of HAK, Rogerio Viegas Vicente, said HAK released the report due to there was discrimination againts the victims,particularly the women. It because there was some authorities prioritizing only men and considering violence against women was not a crime.

Luta Hamutuk Program Manager, Joãozito Viana, said that Timor-Leste was more depending on its Petroleum Funds.
Viana stressed that the money withdrawn by the Government from the Petroleum Funds was increasing yearly.
“Based on our observation that the general state budget is increasing every year and the Government has withdrawn money from the Petroleum Funds this year totally US$656 million. Meaning that we are more depending on the Petroleum Funds,” Viana said.
He added that the Petroleum Funds belonged to the people of Timor-Leste and it therefore brought benefits to all the country’s people.

Some information have widespread recently saying that there is an illegal armed group in Ermera and it is believed that the leader of the group was an ex-745 battalion of Indonesian TNI.

“Public consultation conducted by PM Gusmão will be realized and it should no be based on any rumors. Ermera district police is ready to ensure security for 24 four hours,” Soares said.
He also called on all people to cooperate with the local police including the ex-guerilla fighters to ensure security during the public consultation.

Prime Minister Xanana Gusmão said he was concerned about the young people in Manatuto district as they continue engaging in act of violence by creating conflict within the political parties and stoning at people’s houses.
“If you continue creating conflict then people will continue stealing our wealth, therefore the time has come to stop violence,” PM Gusmão made the call.
He also called on the young people to stop creating conflict and engaging in violence as it would contribute to the implementation of the Government’s National Strategic Planning to better develop this country.
Meanwhile, youth coordinator for Manatuto, Carlito, conveyed the demands of the young people to PM Gusmão to ask the State Secretary for Youths and Sport to provide sport equipments and computers, so that it could help facilitate the young people of Manatuto in capacity building.

Washington, DC – The Millennium Challenge Corporation (MCC) Board of Directors today approved a three-year, nearly $10.5 million MCC threshold program that will assist Timor-Leste with its national childhood immunization strategy and with efforts to curb corruption.
The program, proposed by the government of Timor-Leste, is intended to build functioning and effective anti-corruption institutions by strengthening capacity, increasing coordination, and improving processes and procedures to detect, deter, and prosecute corruption.
The program also will create a more capable and effective community health system in Timor-Leste by strengthening local community health units, improving vaccine-preventable disease surveillance capacity and immunization, and increasing the number of qualified health service providers.
“This program enhances Timor-Leste’s commitment to improve the health of its children and reduce corruption,” said MCC Chief Executive Officer Daniel Yohannes. “Reliable health services and an environment of transparency and accountability are both essential to sustainable development. MCC looks forward to partnering with Timor-Leste in implementing this threshold program.”
MCC’s threshold program is designed to assist countries that are on the “threshold” of eligibility for MCC compact assistance. Threshold program assistance is used to help countries address the specific policy areas for improvement indicated by their scores on 17 policy indicators in three categories —Ruling Justly, Investing in People, and Encouraging Economic Freedom. These policy indicators are central to the criteria and methodology for determining compact eligibility and are products of respected international institutions and national data. Each indicator is selected based on its utility in removing impediments to growth and poverty reduction, the number of countries it covers, its transparency and availability, and its analytical
rigor.
Following MCC Board approval, there is a 15-day congressional notification period before the United States Agency for International Development (USAID), as the primary U.S. Government implementer of the threshold program, may enter into negotiations and sign a threshold program agreement with the government of Timor-Leste. USAID will manage the threshold program and be responsible for coordination, contracting, and financial management. MCC will maintain oversight of Timor-Leste’s threshold program.

MP Jose Texeira from Fretilin, who is also the member of the Parliament Committee B for Defense and Security, said he was concerned about the recent statement of the Timorese Police Commander, Commissioner Longuinhos Monteiro as it was a threat to Ermera residents.
He called on the Commissioner Police Monteiro to use proper words in making comments; otherwise it would frighten local residents.
“We have visited the scene and contacted with the local Police of Ermera and security agency and defense of the RDTL including some other people asking them about the recent statement made by Commissioner Monteiro on 19 May saying that there is well-organized illegal armed group holds illegal activity and also saying that they have counter fire for two hours in some places in Ermera. This statement has frightened the local Residents,” MP Texeira said.
Meanwhile, Ermera Distrcit Police Commander, Mariano Martins Soares, said that he had never seen any illegal groups, adding there was no gun fire so far in Ermera.
*Gusmão is Prime Minister for all: Lasama

The Timorese Parliamentary Speaker, Fernando “Lasama” de Araujo, has said that the current head of Government was prime minister for all the people and not for the National Congress for the Timorese Reconstruction (CNRT) party.
“I think wherever Prime Minister Gusmão, his position will remain as Prime Minister of the people of Timor-Leste and not President for CNRT,” Lasama said.
Lasama made the comments regarding some politicians has considered the Government’s National Strategic Planning set up by PM Gusmão and socialized by PM Gusmão was a manner to gain people’s vote in 2012’s general elections.
He added that Fretilin had many times accused PM Gusmão of holding political campaign, but it was false; he therefore called on all people to convey their thoughts when they met with PM Gusmão in the public consultation of the Government’s National Strategic Planning.
*HAK: “It is still difficult for women to get access to justice”

The Timorese Human Rights Association called HAK has publicized their report entitled “Women victim is still difficult to get access to justice”.
The title was based on their observation over the state bodies such as National Police Institution, justice and prison work in 2008-2009 of which role was to serve and guarantee justice.
Executive Director of HAK Rui Manuel Viana, has said that the report they released was a part of HAK’s contribution to resolve problem of justice access by women so far.
He said that it was important for the women to get access to justice as it was par of guaranteeing peace and prosperity.
“Women are partners of men in family, civil society, and human resource in developing the country. If there is justice for them then investment for national development process is invaluable,” Viana said.
Meanwhile, Manager for Law strength law of HAK, Rogerio Viegas Vicente, said HAK released the report due to there was discrimination againts the victims,particularly the women. It because there was some authorities prioritizing only men and considering violence against women was not a crime.

Luta Hamutuk Program Manager, Joãozito Viana, said that Timor-Leste was more depending on its Petroleum Funds.
Viana stressed that the money withdrawn by the Government from the Petroleum Funds was increasing yearly.
“Based on our observation that the general state budget is increasing every year and the Government has withdrawn money from the Petroleum Funds this year totally US$656 million. Meaning that we are more depending on the Petroleum Funds,” Viana said.
He added that the Petroleum Funds belonged to the people of Timor-Leste and it therefore brought benefits to all the country’s people.
*Lasama calls on Police not to tolerate illegal armed group

The Timorese Parliamentary Speaker, Fernando “Lasama’” de Araujo, has called on the National Police not to tolerate illegal armed group who are trying to intimidate the local residents.
“I am calling on the Ermera District Police to carry out their task professionally to find out the truth on the rumors and if illegal armed group truly exist then they should not be tolerated. This state should not tolerate illegal armed group in this country as it against law,” Lasama said.
Some information have widespread recently saying that there is an illegal armed group in Ermera and it is believed that the leader of the group was an ex-745 battalion of Indonesian TNI.

Ermera District Police Commander, Superintendent Mariano Martins Soares, has said that they would ensure security with the ex-guerilla fighters to ensure security in Ermera in order to facilitate socialization of the Government’s National Strategic Planning by Prime Minister Xanana Gusmão.
“Public consultation conducted by PM Gusmão will be realized and it should no be based on any rumors. Ermera district police is ready to ensure security for 24 four hours,” Soares said.
He also called on all people to cooperate with the local police including the ex-guerilla fighters to ensure security during the public consultation.
*PM Gusmão concerned about young peope’s engagement in violence

Prime Minister Xanana Gusmão said he was concerned about the young people in Manatuto district as they continue engaging in act of violence by creating conflict within the political parties and stoning at people’s houses.
“If you continue creating conflict then people will continue stealing our wealth, therefore the time has come to stop violence,” PM Gusmão made the call.
He also called on the young people to stop creating conflict and engaging in violence as it would contribute to the implementation of the Government’s National Strategic Planning to better develop this country.
Meanwhile, youth coordinator for Manatuto, Carlito, conveyed the demands of the young people to PM Gusmão to ask the State Secretary for Youths and Sport to provide sport equipments and computers, so that it could help facilitate the young people of Manatuto in capacity building.

Washington, DC – The Millennium Challenge Corporation (MCC) Board of Directors today approved a three-year, nearly $10.5 million MCC threshold program that will assist Timor-Leste with its national childhood immunization strategy and with efforts to curb corruption.
The program, proposed by the government of Timor-Leste, is intended to build functioning and effective anti-corruption institutions by strengthening capacity, increasing coordination, and improving processes and procedures to detect, deter, and prosecute corruption.
The program also will create a more capable and effective community health system in Timor-Leste by strengthening local community health units, improving vaccine-preventable disease surveillance capacity and immunization, and increasing the number of qualified health service providers.
“This program enhances Timor-Leste’s commitment to improve the health of its children and reduce corruption,” said MCC Chief Executive Officer Daniel Yohannes. “Reliable health services and an environment of transparency and accountability are both essential to sustainable development. MCC looks forward to partnering with Timor-Leste in implementing this threshold program.”
MCC’s threshold program is designed to assist countries that are on the “threshold” of eligibility for MCC compact assistance. Threshold program assistance is used to help countries address the specific policy areas for improvement indicated by their scores on 17 policy indicators in three categories —Ruling Justly, Investing in People, and Encouraging Economic Freedom. These policy indicators are central to the criteria and methodology for determining compact eligibility and are products of respected international institutions and national data. Each indicator is selected based on its utility in removing impediments to growth and poverty reduction, the number of countries it covers, its transparency and availability, and its analytical
rigor.
Following MCC Board approval, there is a 15-day congressional notification period before the United States Agency for International Development (USAID), as the primary U.S. Government implementer of the threshold program, may enter into negotiations and sign a threshold program agreement with the government of Timor-Leste. USAID will manage the threshold program and be responsible for coordination, contracting, and financial management. MCC will maintain oversight of Timor-Leste’s threshold program.
