Gusmao to organized people in 13 districts to change Petroleum Law

Prime Minister Kayrala Xanana Gusmao has said that in order implement his National Development Plan, he will organize people nationwide to demand the National Parliament to make a change the Petroleum Law so that his government can withdraw more than 3% of the estimated sustainable income of the petroleum fund.

“The state should not want to keep the money of the people, if you all (people) agree, I will defend (the proposal) at the National Parliament by saying that the people want to change the law of the petroleum so that we can take more that 3%,” said Gusmao.

According to Gusmao, based on the law, the government can only withdraw 3% of the fund which is far from enough to do development in the country.

He added, “I know I will go around 65 sub-districts and 442 villages and if the people wanted us to have access to clean water, to have electricity in 24 hours, accessible road, irrigation, schools, clinics and others but if the money is not enough we cannot do anything.”

He wanted the people to support him to urge the National Parliament to change the petroleum law so that he can take more money from the petroleum fund.

He also said that if the people do not support him to change the law, he would just throw or burn the document of the National Development Plan.

A community leader Jose Asaloy said to Gusmao that the government is incapable of handing small things such as the subsidized rice and he said that he is really doubt the government to use more money.

“We are concerned about the inability of the government to manage small amount of money and we therefore doubt the capacity of the government to manage huge amount of money such as mentioned about the implementation of the National Development Plan,” he said.

He told Gusmao to control his corrupt ministers so that there is no corruption in the implementation of the National Development Plan. Since the coalition government took the office in 2007, it has repeatedly violated the petroleum law by withdrawing more than 3% threshold of the estimated sustainable income.

Timor-Leste’s state budget has 98% taken from the petroleum fund, making it the most dependent country on oil and gas.
