Carrascalão: Fighting corruption is everyone’s responsibility

Timor-Leste’s Vice Prime Minister for Management of State Administration has said that fight against corruption has been a national issue and therefore it is every Timorese’s responsibility to fight against corruption.

“The question of corruption is everyone’s responsibility to fight against it, not only the responsibility of the government,” said the founder of Timorese Socialist Democratic Party (PSD).

The former Indonesian Governor in Timor-Leste made the statement during a recent meeting with Prosecutor General, Anti-corruption Commission, Ombudsman of Human Rights and Justice, Inspector General, PNTL, BPA, and the Civil Service Commission.

He added that the way the corrupt officials operate has been described as sophisticated and therefore every entity in the county should make their best effort to reduce and fight against the epidemic of corruption.

Prosecutor General Ana Pessoa Pinto said that in order to reduce corruption it is necessary to define a mechanism such as administration and audit court which could among others oversight the execution of the state budget.

She also suggested that in the future contacts with huge amount of money should also be made available to the office of public prosecution in order to help controlling unwanted irregularities in the implementation of such contracts.

Mr. Carrascalão has been a whistleblower in the government by stating repeatedly that there is widespread corruption within the government’s institutions but his boss Prime Minister Gusmão has refined the statement by saying that there is no corruption in the government and all his ministers are competent.

During the 2007 parliamentary election Mr. Gusmão, was known for his statement that if he found anyone steeling 25 cents he would fire her/him immediately.

Some critics have said that Gusmão is too weak to take tough measures against his corrupt minister because of fright of the collapse of the coalition government.

Under this line of thought, many institutions established for the purpose of promoting transparency and good governance of the government is merely a lip-service as he does not have gut to take strong measures against his own ministers and secretaries of states.
