PSD made a statement in the parliament praising the maturity and selflessness of XG and Zacarias da Costa in resolving the issue. In a statement read out by Former F-FDTL Petitioner and former major Augusto Tara (though he made a point to say that it was signed by Riak Lehman and he was merely reading it out to the floor of the parliament), they also took the opportunity to attack the de facto Secretary of State for the Council of Ministers and Government Spokesperson Agio Pereira, "condemning the manipulations by the Secretary of State for council of Ministers who had damaged the image of this nation with his conduct." They also condemned the lackeys who went on TV last Friday allegedly exacerbating the problem when it had already been solved by XG and Zacarias. He was referring to a PD MP who went on a national TV talk show.
Whatever spin they try to put on the situation, a number of things are very clear:
1. The de facto Pm is discredited, he is clearly a lame duck leader of the government, because he did not have the where with all to sack a minister who had clearly challenged his authority as leader of the government. In fact he has retreated to his old and destructive method of dealing with those who dare to oppose him, public ridicule. The spectacle of a cabinet meeting open to the press and public may to some sound like transparent democracy, but it was more a sad spectacle because that is not the place to air such heavily soiled laundry. It was more like a show trial, and all the negativity that term connotes. As a number of PSD leaders were heard to say, there is no longer an AMP government, but only a Xanana government.
2. The de facto foreign minister has been disgraced publicly. Just watch the video on you tube. Those without tetum proficiency might of course not be able to grasp the hard edged and abrupt nature of the discussion. It reminded me of a Family Court compulsory mediation conference during a property dispute after a marital background from the time I practiced in that jurisdiction, with all the enmity and "love turned to scorn" wrath that usually followed. How does this minister now represent our "state" on matters of external relations when clearly there is this difference of opinion between he and his head of government. There is clearly a lack of trust that has to be have been noticed by those nations with whom we have diplomatic relations. This is not the first time this minister has had differences with our heads of state and government. Recall the fiasco regarding his orders to the then ambassador to the UN to abstain on the US sponsored vote in the general assembly condemning the human rights situation in Burma. He bought a fight with the President on that occasion and the PM is said to have told the President that the minister acted unilaterally in changing Timor-Leste's long held voting pattern on the issue. The minister also acted unilaterally and ultra vires (beyond the scope of his powers) in dismissing or withdrawing the credentials of the ambassador to the UN for failing to abstain on the vote according to his instructions. This all smacks of a loss of confidence by those who have carriage and conduct of Timor-Leste's external affairs, such as the President and head of government.

Indeed the public had a right to know that the de facto foreign minister had sent an sms at the very kindest interpretation of its wording of indicating that he saw no option but to resign given the PM's overriding of his authority in writing to the ambassadors to attend the DID conference of fragile states, when the minister had instructed them otherwise. The sms was allegedly leaked from the council of ministers. be that as it may, Mr Pereira went out and held a press conference as government spokesperson and made these facts known publicly. Those who know Mr Pereira clearly know he is a Xanana apparatchik and does nothing without his bosses instructions. However, he has been condemned by the PSD and Zacarias as having engaged in skullduggery on this matter. It reflects badly upon him, and the press who reported what turned out to be the facts (despite the minister's refusal to comment after having been given an opportunity by the reporting media) became instead the subject of their attack for sensationalism and misreporting. There was no such behavior by the media in this instance and such attacks are pure political trickery to deflect attention from the real story. Whenever the national media report too closely to the truth that politicians are trying to hide they get threatened or ridiculed. Regardless of whatever else, Mr Pereira has been discredited by this whole affair and the media, national and international who rely on him for government comment or for "balance" have to now begin to question the veracity of the information he emits.
In the aftermath of this XG announces that he is going to undertake a trip around the country, which can only be interpreted as a public funded election campaign tour. It is now certain that there will be no local government elections until 2013 when the whole local government process will be implemented. This clears the way for early elections, but one has to wonder whether Xanana will do so after he discovers that he does not have the power to drag people across with him any more. That is the 1 billion dollar question, what will he do then? Revert fully to his old guerilla leader tactics? This uncertainty has to be resolved. Timor-Leste and its people will be the only losers in the meantime.
